Rules/Instructions to candidates for the

Joint Entrance Examination – 2005

for admission to Polytechnics in West Bengal

 

JEXPO-2005

 

 

General Information

 

Eligibility: The applicant must be an Indian citizen, having passed/appeared/due to appear in 2005 at the Secondary (Madhyamik) Examination of the West Bengal Board of Secondary Education or its equivalent examination recognised by the West Bengal State Council of Technical Education (WBSCTE) with English, Physical Science and Mathematics along with others. The candidate must not be born before 1.1.1984 (1.1.1981 for SC/ST candidates).

 

Candidature of a candidate, failing to produce during admission any of the appropriate documents for fulfilment of eligibility conditions specified in the “Important Information For Admission To Polytechnics / Technical Institutes” shall automatically be cancelled.

 

Application: The prescribed printed Application Forms along with Instruction Booklet for the examination shall be available from the Polytechnics as listed in this booklet on CASH payment of Rs.200/-, from 8th November 2004 to 7th December 2004 on all working days between 11 A.M. to
4 P.M. and Saturdays between 11 A.M. to 1 P.M.

 

Application Form and Instruction Booklet may also be obtained by the candidates living outside West Bengal by sending a Crossed Indian Postal Order of Rs.200/- payable to “West Bengal State Council of Technical Education” at “Sech Bhavan” Post Office along with a self-addressed stamped envelope of Rs.25/- for receiving the Application Form and Instruction Booklet through Registered Post by 15th December 2004 from the office of the West Bengal State Council of Technical Education, Bikash Bhavan, 10th Floor, Eastern Block, Salt Lake City, Kolkata – 700 091. Prayer received after 15th December 2004 shall not be entertained. The Application Form once purchased cannot be returned or replaced.

 

Submission Of Filled-in Application Form: The application form duly filled-in may be submitted through any of the Polytechnics along with a self-addressed stamped envelop of Rs.5/- mentioning the Application Form No. on the left hand top portion of the envelop by 15th December 2004. The duly filled-in application form may also be submitted through Registered Post with A/D to the office of the West Bengal State Council of Technical Education, Bikash Bhavan, 10th Floor, Eastern Block, Salt Lake City, Kolkata – 700 091 along with a self-addressed stamped envelop of Rs.5/- mentioning the Application Form No. on the left hand top portion of the envelop on or before 15th December 2004. However, the last date for receipt of Application Form by registered post for applicant staying outside West Bengal is 31st December 2004. The Council will not be responsible for any postal delay or loss. The word “JEXPO-2005” should be written on the body of the envelope containing filled-in application form in case of application sent by Registered Post.

 

Application forms with “Late Fees” may also be obtained from the office of the Council at Bikash Bhavan, 10th Floor, Eastern Block, Salt Lake City, Kolkata – 700 091 on all working days between the period from 8th December 2004 to 15th December 2004 on all working days between 12.00 noon to 4 P.M. on payment of late fee of Rs.50/- together with the cost of Application Form of Rs.200/- in the form of a Bank Draft of Rs.250/- drawn in favour of “West Bengal State Council of Technical Education” payable at Kolkata. Last date for submission of Application Form with late fees is 7th January 2005.

 

An applicant should ensure that he/she satisfies the requirements relating to Age Limit, Educational Qualification, etc. before submission of the filled-in application form. The Application Form will be automatically rejected if the candidate does not fulfil these requirements.

 

Enrolment: Admit Cards will be sent to eligible applicants informing his/her Examination Centre of the Joint Entrance Examination. The Form No. will be the Enrolment Number. In case the applicant does not receive the Admit Card by 10th March 2005, he/she should contact Council’s Office at Bikash Bhavan, 10th Floor, Eastern Block, Salt Lake City, Kolkata – 700 091 in person/through authorised representative along with an application to be submitted in duplicate addressed to the Secretary, West Bengal State Council of Technical Education at Bikash Bhavan enclosing therein the original ‘Receipt’ issued earlier for submission of the Application Form for JEXPO-2005 and a xerox copy of the ‘Receipt’ for obtaining Duplicate Admit Card. The Duplicate Admit Card will be issued from the Council’s Office from 12.00 noon to 3.00 p.m. on the working days for the period from 21st March 2005 to 31st March 2005.

The applicant should indicate a second choice of Zone of Examination along with first choice. The allotment of Zone and Examination Centre is fully at the discretion of the Council subject to availability of sufficient number of candidates in a Centre. Any change made by the Council is final and no request for changing of Zone and/or Centre of Examination will be entertained under any circumstances.

 

It should be noted that in case of loss of original Admit Card of the Joint Entrance Examination, Duplicate Admit Card may be issued on payment of Rs.25/- (Twenty Five) only in the form of Account Payee Demand Draft drawn in favour of “West Bengal State Council of Technical Education” payable at Kolkata. The candidate must submit an application to the Secretary, West Bengal State Council of Technical Education, Bikash Bhavan, 10th Floor, Eastern Block, Salt Lake City, Kolkata – 700 091 to this effect. The applicant must furnish with the application the original F.I.R. lodged at the local Police Station together with the following:

 

a)                  Demand Draft (A/C Payee) of Rs.25/- as stated above.

 

b)                  The original of the ‘Receipt’ issued earlier for submission of the Application Form for JEXPO-2005 and a xerox copy of the ‘Receipt’.

 

c)                  One recent Photograph of the candidate (preferably the similar one pasted on the Application Form) with full signature on the back side of the photograph.

 

d)                  A self-addressed stamped envelope of Rs.5/- for delivery of the Duplicate Admit Card by post.

The question on each subject will be based on the syllabus of the Madhyamik Examination conducted by the West Bengal Board of Secondary Education and shall be in English language with Bengali version. Questions may be answered either in English or in the language in which the applicant had answered in the Secondary (Madhyamik) Examination.

 

No refund of Enrolment Fee is admissible under any circumstances.

 

The Council will publish a consolidated Merit List as per requirements and send the same to all the Polytechnics but shall neither publish nor communicate the result to any individual applicant. There is no provision for post-publication scrutiny or review and inspection and hence will not entertain any such prayer.

 

Important Information To Be Noted And Post-Examination Procedures

Required To Be Followed By The Candidates For Admission To Polytechnics/Technological Institutions

The age limit as prescribed for General Candidates may be relaxed up to 1 (one) year in exceptional cases by the Secretary, West Bengal State Council of Technical Education after publication of the Merit List on the basis of the Joint Entrance Examination. The General Candidates who have crossed the upper age limit of 21 years but are within 22 years as on 1st January 2005 (i.e. those who were born not before 1st January 1983) may be allowed to appear in the Joint Entrance Examination provisionally. Such candidates who secure such merit position so as to be eligible for admission to any Polytechnics shall be required to obtain requisite order of the Secretary, West Bengal State Council of Technical Education granting relaxation of over age of one year for producing the same at the time of admission. 60% of the total seats in the Polytechnics will be filled up through this Joint Entrance Examination.

 

Admission: The candidates are required to follow the procedures mentioned below for the purpose of admission into Polytechnics/Technological Institutions –

 

Admission of candidates in all the Polytechnics/Technological Institutions mentioned hereinafter will be made through the Central Selection Committee by counselling. The detailed information regarding the Programme of Counselling and other related matters shall be available in the Notice Board of all such Polytechnics after the publication of merit list. Merit list of candidates prepared by the Council on the basis of the Joint Entrance Examination will be displayed on the Notice Board of all Polytechnics/Technological Institutions tentatively in the month of June 2005.

N.B.    1.         22% and 6% of the seats are reserved for candidates belonging to Scheduled Caste/Scheduled Tribe respectively. Five seats in different Polytechnics are reserved for Physically Handicapped candidates.

 

2.                  Hostel accommodation to a limited number of students may be provided where facilities are available. Detailed particulars in this regard shall be available from the Principal of concerned Polytechnics.

 

3.                  There is no separate hostel for female candidates in most of the Polytechnics. The female candidates who will be selected for admission in any Polytechnic will have to make their own arrangements for boarding.

 

4.                  Candidates claiming reserved seats will have to produce Caste Certificate from the competent authority before the Central Selection Committee at the time of counselling. Candidates claiming seats reserved for Physically Handicapped shall have to produce fitness certificate from the Head of the Orthopaedic Department of any Government Hospital.

05.               Candidate must enclose a self addressed and stamped envelope of Rs.5/- with the application form for receiving the Admit Card.

 

06.               The Receipt issued to candidates on submission of Application Form should be retained till completion of Examination.
